Try rebooting twice, i know that sounds like a pet IT answer but i’ve seen it work in the past. If that fails it could be due to a replication error. Did you recently try to restore data or recover from your DC crashing? This can also happen if you try to relocate your SYSVOL. Also make sure that the particular user that you’re having trouble with is not a member of too many groups. that can cause problems because of Kerberos authentication. You will also need to make sure that none of the groups your users are assigned to are set to ’deny group policy’. You will also want to make sure your DNS is pointing to the correct DNS server for the domain. If RSOP.msc isn’t working try running gpresult /v to see if the policy is indeed being applied. Are you trying to manipulate the default domain policy? If you are try creating a seperate policy not default domain and modifying that one. Just link it to the domain. You can get this error if a workstaion has Netlogon service not started or disabled. Other services to look at would be workstation and computer browser. If that doesn’t work you could try to re-image the machine if it is just one that is being problematic.
